As reported at &lt;a href="http://thesfkfiles.blogspot.com/"&gt;the SF K Files&lt;/a&gt; in January, the district is preparing a &lt;a href="http://thesfkfiles.blogspot.com/2009/01/new-multilingual-master-plan-by-san.html"&gt;Multilingual Master Plan&lt;/a&gt;, and the input gathering part of the process will be ending this April (2009). In order to focus the interest in a French program, I've created a Google group "&lt;a class="ln" href="http://groups.google.com/group/french-education-in-sf-public-schools"&gt;French Education in SF Public Schools"&lt;/a&gt;. If you're interested in the school district starting a program, please sign up for the group, but most of all, &lt;span style="font-weight: bold;"&gt;contact Maria Martinez&lt;/span&gt;. She's the point person collecting the information about language demand at the school district. The idea is very attractive to us, but the main concern we have is whether the program would be just French exposure or real French proficiency.&lt;br /&gt;&lt;br /&gt;I've tried to research the available programs within SFUSD. One interesting group is the &lt;a href="http://groups.yahoo.com/group/SF_AME/"&gt;San Francisco Advocates for Multilingual Excellence&lt;/a&gt; (SF AME). It's a Yahoo! group that concentrates on the different language programs in the SFUSD, specifically in elementary school. The school district doesn't have a listing of available language programs that includes extracurricular programs, but SF AME does. It's where I got the link to &lt;a href="http://www.paulreveresf.org/"&gt;Paul Revere Elementary School&lt;/a&gt; having a &lt;a href="http://www.paulreveresf.org/news4#m2"&gt;French after-school program&lt;/a&gt;. There are now over 1,000 associations in 133 countries, including 130 in the United States. There are 5 associations in the San Francisco Bay Area:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;&lt;strong style="font-weight: normal;"&gt;&lt;a href="http://www.afberkeley.org/"&gt;Alliance Française de Berkeley&lt;/a&gt;&lt;/strong&gt;&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong style="font-weight: normal;"&gt;&lt;a href="http://www.afnapa.com/"&gt;Alliance Française de Napa&lt;/a&gt;&lt;/strong&gt;&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong style="font-weight: normal;"&gt;&lt;a href="http://www.afsf.com/"&gt;Alliance Française de San Francisco&lt;/a&gt;&lt;/strong&gt;&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong style="font-weight: normal;"&gt;&lt;a href="http://www.afscv.org/"&gt;Alliance Française de Santa Clara Valley&lt;/a&gt;&lt;/strong&gt; (Saratoga/Campbell)&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong style="font-weight: normal;"&gt;&lt;a href="http://www.afsantarosa.org/"&gt;Alliance Française de Santa Rosa&lt;/a&gt;&lt;/strong&gt;&lt;/li&gt;&lt;/ul&gt;There are two problems with the Alliance Française. The first is that it isn't very well organized; each association seems to be very independent. There are two world-wide "head offices" (the original &lt;a href="http://www.alliancefr.org/"&gt;&lt;span class="textegris12"&gt;&lt;span class="texte"&gt;Alliance française Paris Ile-de-France&lt;/span&gt;&lt;/span&gt;&lt;/a&gt; and the &lt;a href="http://www.fondation-alliancefr.org/"&gt;Fondation Alliance française&lt;/a&gt;) and there are two US "head offices" (The &lt;a href="http://www.afusa.org/"&gt;Federation of Alliances Françaises USA&lt;/a&gt; and the &lt;a href="http://www.alliance-us.org/"&gt;Délégation générale de l’Alliance Française aux Etats-Unis&lt;/a&gt;).&lt;br /&gt;&lt;br /&gt;The second problem for us is that the Alliances are focused on adult education than on children. ("&lt;a href="http://www.afsf.com/sch_childrens.php"&gt;Last, but not least&lt;/a&gt;," according to the AFSF.) They are aware of the problem and have published a &lt;a href="http://www.alliance-us.org/en/Article.aspx?id=72"&gt;first analysis&lt;/a&gt; (in French, from 2006). This report talks about the challenges faced by the different associations:  lack of experienced staff, the lack of staff training, time constraints for students and teachers, and problems with the school districts (for appropriate space, teacher/student ratio, teacher qualification, etc.) These same problems have plagued the different associations for over 10 years, and the report raises the question as to why they haven't been resolved, but doesn't really give an answer (I think it's because the Alliance Française isn't very well organized. See above.)&lt;br /&gt;&lt;br /&gt;This report proposes an "Alliance Enfance" pilot program for the US to find best practices and one of the three pilot programs happens at the Alliance Française de San Francisco, but the program is very new, and seems to target English-speaking families where the children don't have experience in French. The report includes a 3 year plan, which seems to have started in 2008. We'll see how it does.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.alliance-us.org//documentupload/PartenariatsAFPS.pdf"&gt;Another report&lt;/a&gt; done by the Délégation générale is a report of the work done by the Alliance Française with public school districts in 5 districts:  New York, Miami, Chicago, Washington and ... San Francisco. This is an interesting report. It mentions that the 5 programs had no coordination among them, and one (New York) has stopped due to budget constraints. The program in San Francisco is related to the Bayview Opera House and targets African-American neighborhoods. One of the perks of &lt;a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2005/05/13/WBG5LCL2D11.DTL&amp;amp;sn=002&amp;amp;sc=892"&gt;that program&lt;/a&gt; was a trip to Paris, France and Dakar, Senegal.&lt;br /&gt;&lt;br /&gt;So one positive thing about these internal reports is that the Alliances Françaises in the US seem to be trying to improve the professionalism of their associations. But wait, now there's "pre-K" and "transitional" or "TK" which are jargon for an academically-oriented year just before kindergarten. So what's preschool now? As I understand it, it is the only school in the Archdiocese to have a daily class in any foreign language. My wife is bilingual in French and English, and I've learned French well, considering I'm an American who started classes at the age of 25. When we first met here in San Francisco, she mentioned that it was important to her that her kids would also speak both French and English. When we were living in Europe, it seemed like it was going to be easy:  we'd speak English at home and our kids would learn French in the wider world.&lt;br /&gt;&lt;br /&gt;Then we moved back to San Francisco.&lt;br /&gt;&lt;br /&gt;Now we have two small kids, with the oldest to start kindergarten in 2010 or 2011, and it's time to figure out what our options are. San Francisco is &lt;a href="http://thesfkfiles.blogspot.com/"&gt;infamous&lt;/a&gt; for its trying public school applications, and the private and parochial school applications are also pretty stressful.
